asked the Secretary to the Treasury why the White Paper containing an explanatory Memorandum of the Budget, while given to the Press on 28th April, was not circulated to Members with the Votes on the following morning?

Mr. HOBHOUSE

I understand that the usual number of copies for what is known as a "short delivery" were in the Vote Office at 10 p.m. in the evening of the 28th ult.; and I regret that owing to a misapprehension the necessary directions for a "full delivery" were not given.
