asked the Undersecretary for India whether he can furnish any information regarding the modifications which it is proposed to introduce in the Bill for the amendment of tile Whipping Act, which is now pending before the Government of India?

The hon. Member will find the Bill as amended by the Select Committee in the "Gazette of India," of 27th February, 1909, with the Report of the Select Committee explaining the modifications made in it. The "Gazette of India" is in the library of the House.

Is it a fact that under the Bill as it now stands second class magistrates will not be vested with whipping powers?
