asked the Secretary for Foreign Affairs whether the rules recently framed by the Egyptian Minister of Public Works for the control of all building work in Cairo are the result of a modification of the capitulations by consent of the Powers, or whether it has been found that the capitulations present no obstacle to these and other reasonable enactments in the public interest?
