§ The SECRETARY of STATE for WAR (Mr. Haldane)Men whose names are registered at St. George's Barracks for employment are selected in rotation, subject to the following exceptions: For employment under the Post Office men are taken to fill vacancies in a postal district from the list of men who live in that particular district. Preferential treatment is given to men who have been previously employed under the Post Office, and who are asked for by name by the postal authorities, and to men of exemplary and very good characters. Men with special qualifications have them taken into consideration when candidates for employment in special appointments or trades are asked for.
