asked the Under-Secretary of State for the Colonies whether he proposes to give any information to the House as to the result of the conference of the South African delegates in relation to the South Africa Union Bill; and will he say if there is any precedent for introducing in the House of Lords a Bill granting self-government to a Colony or confederation of a number of self-governing Colonies?

With regard to the first part of my hon. Friend's question, I shall be in a position to make a short statement to-morrow; and with regard to the second part, I would refer my hon. Friend to the precedent of 1867, when the British North America Bill was introduced by the Secretary of State for the Colonies, Lord Carnarvon, in another place.

It is the Colonial Office Vote, and I would rather imagine it would not be in order to discuss legislative proposals on the Vote, though I am not quite sure.
