§ Mr. BIRRELLThe Estates Commissioners have had a preliminary inspection made of the estate and have estimated the price they would be prepared to- 599 advance to the owner, who has since instituted formal proceedings for sale. A formal offer will be made by the Commissioners when the statutory requirements have been complied with.
