asked the Chief Secretary for Ireland whether he will state the reasons the Estates Commissioners refused to declare the property of John Hosie and Wilton Vaugh, in the county of Leitrim, an estate under the meaning of the Irish Land Act of 1903, and how the present state of the property might be improved so that it would be declared an estate and the tenants and landlords reap the benefits of their purchase and sale, completed two years ago?

This property, which the owner proposed to sell direct to the tenants, lies in a congested district. As the hon. Member has already been informed, the Estates Commissioners, in the exercise of their discretion, refused to declare it fit, in its present condition, to be regarded as a separate estate for the pur- pose of the Irish Land Act, 1903. Improvements are necessary before the estate can be sold under the Land Purchase Acts, but it is doubtful whether they can be effected without the enlarged powers of dealing with congestion proposed to be given by the Irish Land Bill.
