asked whether, in those Irish Government Departments in which appointments were obtained by nomination or favour without any Civil Service or other competitive examination, a record was kept in each case of the nominator or patron; and, if so, when loss or injury to the public was occasioned by an official so appointed, why the Irish Government refused to disclose his nominator or patron?

All appointments under the Irish Government not filled by open competition are made, according to the nature of the appointment, by the Lord Lieutenant, by the Chief Secretary, or by the head of the Department. There are neither nominations nor patrons, and the case referred to in the concluding part of the question does not therefore arise.
