asked the Lord Advocate whether the conditions of agriculture in the western part of the Highland crofting counties, as disclosed in the last Report of the Congested Districts Board, has yet convinced him of the necessity of special legislation; and, if so, will he take such steps as may be necessary to render land in these counties accessible to the people?

Mr. URE

As my hon. Friend will see from the passage in the Report to which he refers, the Board are doing what is in their power to improve agriculture in the Western Highlands; with regard to the second part of his question, I can only refer him to the reply of the Prime Minister to a question of his on the 5th instant.
