(1) The Board may sell any parcels of any land purchased by them whether before or after the passing of this Act or purchased on their requisition under this Act to any tenants or proprietors of holdings in a congested districts county.

(2) If any parcels of such land are not required for, or having regard to the circumstances of the estate, land, or district cannot advantageously be sold to, such tenants or proprietors, the Board may sell those parcels to any sons of tenants or proprietors of holdings situated in a congested districts county and not exceeding ten pounds in rateable value.

(3) Where the Congested Districts Board sell any parcel of land to the son of any tenant or proprietor under this section, they shall insert in their annual report to the Lord Lieutenant full particulars of the sale and the circumstances in which the same was made.

(4) The provisions of this Act with respect to the application of the Land Purchase Acts to parcels of land shall apply in the case of the sale of any parcel of land under this Section.

(5) Section seventy-five of the Act of 1903 shall cease to have effect.

Mr. WYNDHAM

I have a point of Order which, I think, I can, perhaps, put better before you put the Question. By the Resolution, under which the Government are proceeding, it is laid down that at the time appointed you shall put any Question or Amendment which has already been proposed from the Chair, and shall then proceed successively to put, amongst other matters, any Question which it is necessary to put in order to dispose of the business to be concluded. That has been done in respect of Clauses 40 to 50 inclu- sive. At the appointed time—nine o'clock —you put the Question before the Committee, and you have since put all the Questions necessary to conclude the business. I wish to ask your ruling whether there is now any Question which has already been proposed from the Chair, and whether this is the time appointed when such Question can be put?

Mr. MOORE

The appointed time under this Order is half-past ten for taking the Division, but the Division can only be taken, in the words of the Order, on a Question which has already been put. Inasmuch as no Question had been proposed before the appointed time, which is half-past ten, I submit that it is impossible for us to proceed any further to-night with the consideration of this measure.

The CHAIRMAN

What we have to do under the Resolution of the House is to bring to a conclusion certain proceedings that are to be brought to a conclusion on the allotted day. This is an allotted day. It is true that the hour is a little after half-past ten, but that only arises from the fact that the business which was to be brought to a conclusion at nine o'clock has lasted beyond half-past ten. What I am directed to do, as the right hon. Gentleman has stated is: "at the time appointed under

this Order for the conclusion of the proceedings, to put forthwith the Question on any Amendment or Motion already proposed from the Chair, and afterwards any Question necessary to bring to a conclusion the business to be concluded at this sitting. It is true that no Amendment or Motion has been proposed from the Chair up to now, but I think I am bound to put the Question necessary in order to conclude the business which must be concluded on this allotted day.

Mr. MOORE

Of course, I bow to your ruling at once, but may I, with great respect, submit that the true construction of the last part of the Order as to the conclusion of the business, is that it can only mean the conclusion of business which has properly been begun. It cannot apply to business which has not been begun before the appointed time. This business, not having been begun before half-past ten, I submit the Order cannot apply to it.

I have already given my ruling on that point. The obligation is thrown on me to interpret the Order, and I have done so to the best of my ability.
