asked whether it is customary to send submarine flotillas to sea at night in waters in which much traffic is accustomed to pass; and whether, on the night of 14th July, the submarine flotilla in which C 11 was had to get down to the Thames in haste?

As regards the first part of the question, the practice is not unusual. With regard to the second part of the question, C 11 and the rest of the flotilla were proceeding south from Grimsby, but there was no reason for and there was no haste.
