§ Mr. FELLasked the President of the Board of Trade if he has received any information of the offer in this country by trusts and companies of the United States, of steel billets at a price below the cost of production; and, if this should prove to be the fact, will he consider the question whether this is a case in which retaliation could be applied with advantage to save the manufacturers of steel in this country from heavy loss?
