§ Mr. GLADSTONERutland, Westmorland, and Cardigan were the only counties in which there were no prisoners for trial at the recent assizes. There were also five 489 city or borough assizes at which there were no prisoners for trial—namely, Leicester, Lincoln, York, Carmarthen, and Haver-fordwest.
