asked the President of the Board of Education whether the Board of Education have decided that a new school for not more than 100 children, proposed to be provided by the Monmouth-shire local education authority for the parish of Usk, is necessary, and that a grant should be made for it under the regulations for grants in aid of the building of new public elementary schools; if so, what were the grounds of this decision; whether he is aware that the site of the proposed new council school is in the field which has been used for and contains the refuse deposit of the town of Usk for the last 20 years; and whether he will lay upon the Table a copy of the Report of the inquiry held in regard to this matter by Mr. Oates, of the Board of Education?

The answer to the first part of the question is in the affirmative. I do not think it is possible within the limits of an answer to a question to state the grounds on which a school is considered necessary. I am communicating with the Local Government Board with regard to the site, but I may say that it is denied that the part of the field on which the school is to be built has ever been used as a refuse heap. The Report of the public inquiry will be deposited in accordance with the provisions of section 73 (3) of the Act of 1870. I do not propose to lay a copy upon the Table of the House.

I think it will be possible for the Noble Lord to see it tomorrow if lie wishes to do so.
