I beg to ask the Secretary of State for War whether the contract for the completion of the new barracks at Windsor contains any stipulations as to the dates on which the work shall be commenced and completed; and whether any conditions giving preference to local unemployed labour are imposed.

The contract does contain stipulations regarding a period for commencement and completion, the latter to be within eighteen months of the placing of the contract. The delivery of scaffolding and materials has already commenced. No conditions of any preference to unemployed labour are included, but I understand that the contractors are in correspondence with the Mayor of Windsor in reference to local unemployed labour. I do not think there is any likelihood of undue delay.
