I beg to ask the First Lord of the Admiralty whether it is the intention of his Department to refuse to permit the accredited representatives of the trade unions to deputise the Admiralty as has been the usual custom whenever the workpeople employed have had any grievances they wished placed before the Board.

There is no intention to depart from the practice of hearing petitions from the workmen's representatives, who may include, if the men so desire, representatives of the trade unions.
