To ask the President of the Local Government Board if he has received an application from the Keighley Corporation to form a distress committee; if such application was refused; and, if so, for what reasons

(Answered by Mr. John Burns.) The facts are as stated in the Question. It is not, I think, desirable to constitute a distress committee in the smaller districts unless the circumstances are such as to render it essential that a special body should be set up to cope with the distress. In this instance it does not appear to me to have been shown, at present, that this is the case.
