(Answered by Mr. John Burns.) The facts are as stated in the Question. It is not, I think, desirable to constitute a distress committee in the smaller districts unless the circumstances are such as to 47 render it essential that a special body should be set up to cope with the distress. In this instance it does not appear to me to have been shown, at present, that this is the case.
