I beg to ask the Secretary of State for Foreign Affairs whether he can give the House any information as to the convocation of the Persian Parliament or as to the nature of the assembly which the Shah proposes to set up.

SIR EDWARD GREY

I am informed that the Shah has issued a rescript declaring that he does not intend to convoke a Medjliss at all. I can only repeat that this is entirely contrary to the advice which has been given by both the British and Russian Governments in the interest of the maintenance of order in Persia. It is, therefore, a step for the consequences of which the responsibility must rest entirely upon the Shah.
