I beg to ask the Secretary of State for Foreign Affairs whether the draft law amending the constitution of provincial councils in Egypt and enlarging their powers has yet reached the final shape in which it is proposed that it shall be submitted to the Egyptian Legislative Council, in accordance with hopes held out by the British Agent in Cairo on page 4 of his Report for 1907 (Egypt, No. 1, 1908); and whether it is still intended that this step shall be taken in the course of the current year.
