To ask the President of the Board of Trade whether the rules governing the registration of merchandise imported into or exported from the German Customs Union, printed on page 57 of the Report of the Departmental Committee on Trade Records, is a correct translation of the rules existing, respectively, prior and subsequent to 1st March, 1906; and whether, especially, Sections 3 and 4 do not exclusively relate to rules prior to 1906.

(Answered by Mr. Churchill.) As stated in the Report, only extracts from the rules in force prior to and since 1st March, 1906, have been translated. I understand that the translation given is substantially correct. The rules under head B (in force from 1st March, 1906), including Sections 3 and 4, to which the honourable Member specially refers, form part of a decree of the Federal Council, dated 9th February, 1906, resolving to approve the rules and to put them in force from 1st March, 1906, in substitution for those then in force.
