To ask the Secretary for Scotland whether he will take the opinion of the Law Officers of the Crown as to whether the Bell Rock is or is not part of British territory; and, if he is advised that the Bell Rock is part of the territory of Great Britain, whether he will consider the advisability of prohibiting trawling under bye-law within three miles of that place.
