§ MR. MACKARNESSI beg to ask the Prime Minister whether, in view of the desire manifested in this House and throughout the country that steps should be taken to bring to an end the tied-house system, he will introduce into the Licensing Bill some provision under which the holders of all licences ultimately, and of new licences at once, will have 1719 secured to them complete freedom of contract in the purchase of their liquors.
