I beg to ask the Prime Minister whether, in view of the necessity for land legislation throughout Scotland, he will consider the desirability of giving facilities for the Second Reading of the Crofters Holding Bill, which is supported by a number of Scottish Liberal Members, and is am effort to translate into legislative action the principles laid down by the right hon. Gentleman himself at Inverness in 1904, when he spoke for the Liberal Party and their views with reference to land reform.

The proposals of the Government on this subject have already been laid before and discussed by Parliament during the present session, and while I have much sympathy with what I understand to be the objects of the Bill referred to by my hon. friend, the shortness of the time which remains at our disposal and the pressure of Government business makes it impossible for me to give this measure special facilities.
