I beg to ask the Prime Minister whether His Majesty's Government still adheres to the principle contained in its previous declarations that no revolutionary change in the constitution, such as the grant of the Parliamentary franchise to worsen, ought to be assented to by Parliament until after the question had been definitely submitted to the country as a practical measure at a general election.

So far as I am aware no declaration in the sense suggested has been made by or on behalf of the Government. Certainly the late Prime Minister never expressed or held any such opinion. Individual Members of the Government who have dealt with the matter have merely given expression to their own personal opinion.
