To ask the Secretary of State for Foreign Affairs whether his attention has been called to the fact that the authorities of the Congo State have recently seized and confiscated the cargo of the steamship "Lapsley," which was manned by British subjects and engaged in legitimate trade along the river in the Kani district; and, if so, what action, if any, he proposes to take.
