I beg to ask the Chief Secretary to the Lord-Lieutenant of Ireland whether his attention has been called to the fatal accident which occurred on 11th May at the Kynoch Factory, Arklow; whether he will ascertain if the occurrence arose from preventable causes; and, if so, will remedial measures be taken.

My right hon. friend has asked me to answer this Question. The accident referred to was notified to and investigated by the factory department. From the, report which I have received, it appears that the accident, which happened while the man was putting a belt on a shaft in motion, was preventable. The shaft was fenced as required by the Factory Act, but the men in charge of the machines appear to have been allowed by the management to go inside the fencing while the machinery was in motion. The firm has now given an undertaking that in future no one will be allowed inside the fencing while the shift is in motion.
