I beg to ask the Secretary of State for War whether, in view of the fact that the authorised camp allowance which is to be paid to the Territorial soldier when out for annual training does not enable him to provide a substitute to perform his civilian duties, he will increase this allowance to a sum which will enable the soldier to attend this training and make himself efficient in accordance with the spirit of the Territorial and Reserve Forces Act, 1907.
