I beg to ask the Secretary of State for Foreign Affairs whether, according to present political arrangements in Egypt, the Khedive is not competent to grant a constitution or a representative legislature to the people of Egypt; and, if this be the ease whether he will state what are the treaties, conventions, or other political instruments by which the Khedive is rendered incompetent in this regard.

I beg to refer the hon. Member to the reply winch I returned to the Question asked by him on 2nd April. There is no specific instrument by which the Khedive's liberty in this respect is limited.
