§ MR. COURTHOPETo ask the Financial Secretary to the War Office whether the Regulations prohibit the presentation and forwarding of petitions by civilian employees of Army departments; and, if so, for what reason.
(Answered by Mr. Acland.) There is a regulation prohibiting the forwarding of petitions to the War Office, but it is not maintained in practice, petitions being frequently received and considered. These petitions have to be forwarded through the proper authorities.
