I beg to ask the President of the Board of Trade if he is aware that the North-Eastern Railway Company, as also other railway companies, convey at owners' risk only such articles as barometers, thermometers, ships' compasses, and ships' chronometers, and yet charge for such instruments 25 per cent. more than the ordinary parcels rates; and, if so, will he state whether he is prepared to take action with a view to the abolition of the extra charge of such 25 per cent.

The articles enumerated in the Question can be sent by goods train at companies' risk. Where, however, they are sent by passenger train the facts are I find as stated by my hon. friend. As regards the 25 per cent. additional charge we are in communication with the companies.
