To ask the Secretary of State for War whether he will endeavour to obtain for the secretaries of the County Associations the privilege of franking all letters sent by them on official business connected with their Association.

(Answered by Mr. Secretary Haldane.) Letters on official business addressed to the War Office or by the War Office may be sent without being prepaid. This is the only kind of franking accorded to the Army, and I am afraid it would be useless for me even to try and obtain this privilege for County Associations.
