I beg to ask the President of the Board of Education whether his attention has been drawn to a Conservative meeting held in the school at Great Horkesley, near Colchester, convened by invitations inscribed beer and tobacco, on which occasion beer and tobacco were gratuitously distributed; and if he will take steps, by legislation or otherwise, to put an end to the continuance of such a system.

The only school at Great Horkesley appears to be a Church of England School in unison with the National Society, the trustees of which are apparently the rector and the churchwardens, and the foundation managers of which are the rector ex officio and three members of the Church of England appointed by subscribers to the school. I am not at present aware of the precise provisions of the trust or the degree of responsibility which rests upon the trustees or the managers for this use of the schoolhouse with the accompanying gratuitous distribution of beer and tobacco in the interest of a political party, which is alleged to have taken place.
