MR. FIELD (Dublin, St. Patrick)

To ask the Prime Minister whether he has received a petition asking for the appointment of a Committee to inquire into the pay and prospects of assistant clerks in the Civil Service; whether he has considered what action the Government will take in this matter; and whether he is aware that the higher permanent Treasury and other officials have sometimes disregarded the decisions of Parliamentary Committees and likewise sometimes failed to carry out the suggestions made by Ministers regarding various Departments.

(Answered by Mr. Asquith.) My right hon. friend has asked me to answer this Question. I would refer the hon. Member to the Answer which the Prime Minister gave on 23rd April last to a similar Question by my hon. friend the Member for the Tottenham Division of Middlesex. I am not aware of the evidence upon which the hon. Member bases the allegation contained in the last paragraph of his Question.
