I beg to ask the Secretary of State for the Home Department if he will state, with reference to Clause 22 of the Children Bill, under what Vote in Committee of Supply would it be possible to criticise or call in question the acts or decisions of inspectors appointed by him under the Bill.

It is clearly right that hon. Members should be able to raise such points in Committee of Supply, and Amendments will, if necessary, be moved when the Bill is in Committee to remove any doubts as to whether such criticism would be in order on the Vote for the Home Secretary's salary.
