To ask the Secretary of State for War what is the reason for the delay which has occurred in the promulgation of the scheme affecting the staff of surveyors for engineer services in the Army which received the concurrence of the Treasury some six months since; and whether he is aware of the existence of anxiety in the service lest the recommendations of successive committees of inquiry should not have effect given to them.

(Answered by Mr. Secretry Haldane.) Many administrative details had to be considered after the Treasury's consent to the scheme was received before it could tie promulgated. It is hoped that these can be finally settled in a few days time. The changes introduced by the scheme will be started at the commencement of the next financial year.
