I beg to ask the Secretary for Scotland whether he has yet received a list of cottars and others resident in the townships in the Island of Lewis who would be willing to migrate to the mainland if the Congested Districts Board arranged reasonable aid for their settlement; and, in view of the Scottish Office declarations on this subject, will he state whether any scheme for the encouragement of migration to the mainland has yet been considered.

My hon. friend has himself been good enough to furnish me with a list of the nature referred to. Before the Congested Districts Board can take any action further information is required as to skill and experience and also as to ability of those concerned to rent, stock, and cultivate holdings.
