I beg to ask the Secretary of State for the Home Department whether the administration of the Factory Act of last year, so far as regards the industrial portions of charitable and reformatory institutions where women are exclusively employed, will be placed in the hands of the men or the women inspectors of factories.

The inspection of women's work in charitable and reformatory institutions is a duty for which the lady inspectors are, in my opinion, specially suited, and it is my intention that inspection by them shall be the general arrangement. But, as my hon. friend knows, these institutions are scattered all over the country, and, having regard to the available strength of the women's staff, it will not be possible that they should inspect in every case.
