I beg to ask the Secretary to the Admiralty, whether he is aware that of the fix naval attaches accredited to the Courts of the maritime Powers none have qualified as interpreter in any foreign language; and whether it is a common practice to send officers to Berlin and other foreign capitals, with the exception of Washington, who are not fully qualified to speak and write the language of the country.

The answer to the first Question is in the affirmative. In the selection of officers for this service, their linguistic abilities are taken into consideration with their other qualifications.
