I beg to ask the Prime Minister whether he will consider the advisability of proposing a resolution allocating time for the discussion of both the Licensing and Education Bills lately introduced; and whether he will take into consideration the possibility of being able by this means to allot, in consultation with the leaders of different parties in this House, such length of time to the various stages of these Bills as shall ensure an adequate discussion of all important points.

We shall be very glad if a general agreement can be arrived at in the House with regard to the allocation of time necessary for the further stages of the two Bills referred to, but it is too early yet to know whether any such agreement is practicable.
