§ SIR EDWARD GREYThe absence of a Legation of His Majesty at Cettinje is due simply to the fact that the amount of diplomatic business to be transacted with the Montenegrin Government does not appear sufficient to justify the expenditure required for the maintenance 85 of such an establishment. The present arrangement whereby the councillor of His Majesty's Embassy at Rome acts as Charge d' Affaires, and resides at Cettinje temporarily whenever his services are required, has proved satisfactory.
