I beg to ask the Secretary of State for Foreign Affairs why, in view of the friendly relations which have always existed between Great Britain and Montenegro, this country remains the only one of the great Powers without a Legation at the Montenegrin capital.

The absence of a Legation of His Majesty at Cettinje is due simply to the fact that the amount of diplomatic business to be transacted with the Montenegrin Government does not appear sufficient to justify the expenditure required for the maintenance of such an establishment. The present arrangement whereby the councillor of His Majesty's Embassy at Rome acts as Charge d' Affaires, and resides at Cettinje temporarily whenever his services are required, has proved satisfactory.
