I beg to ask the President of the Board of Education if, in the Education Bill, he would provide for the abolishing of Section 40 of the Elementary Education Act, 1876, and thus release the taint of pauperism on the children of those receiving outdoor relief, and also relieve the boards of guardians of requiring, as a condition of relief, that the children shall attend school.
