I beg to ask the Under-Secretary of State for the Colonies if he can inform the House whether any instructions have been issued to Colonial Governors in respect of martial law since the circular despatch of Lord Carnarvon presented to Parliament in 1867; and whether there exist Colonial statutes investing the executive with power of suspending the ordinary law, such as that of which the repeal was directed by Lord Carnarvon in a despatch to the Governor of Antigua set forth in his circular despatch.
