§ MR. DELANYTo ask the Chief Secretary to the Lord-Lieutenant of Ireland whether he is aware that fully one-half of the time of the two secretaries of the National Education Board is spent in writing purely formal and oftentimes useless letters to managers, teachers, and others, and that an ordinary minute or memorandum form would frequently answer the purpose much better; and, seeing that if the latter course were more generally adopted the curtailment of secretarial work thereby effected would allow of the abolition of the position of one or other of these officers, and the consequent saving of his salary of £800 a year, whether he will consider the advisability of having this course adopted.
