HILL (Shewsbury)I beg to, ask the Under-Secretary of State for the Colonies whether the labour rules referred to on page 1 of the recent correspondence relating to affairs in the East Africa Protectorate [Cd. 4122] as having been fully approved by the Under-Secretary of State for the Colonies were submitted to and approved by the Secretary of State before promulgation.

§ MR. ASHLEYAre we to understand that the President of the Board of Trade had authority to approve these regulations without consulting the noble Lord
