§ COLONEL SEELYYes, Sir; the view of the Government is that one side or the other is honourably bound to pay this money, and, in view of the poverty of the prisoner, His Majesty's Government have decided to pay the money forthwith. The question of the allocation of the sum has yet to be decided.
