I beg to ask the Under-Secretary of State for the Colonies if his attention has been called to a Report of a Select Committee of the Legislative Council of the Straits Settlements on the working of the Sunday Labour Ordinance, 1892; whether he is aware that this Report finds that this ordinance has tended to handicap British shipping in its competition with foreign shipping; and, if so, whether he will represent to the Government of the Straits Settlements that this ordinance ought to be so amended as to place British and foreign shipping on terms of absolute equality.

The Secretary of State has had this Report under his consideration and he is informing the Governor that he will not object to effect being given to the recommendations of the Committee as an experiment.
