The policy of Foreign European Powers in regard to the sale of spirits to natives in their African possessions is indicated in Articles XC. to XCV. of the General Act of Brussels of 2nd July, 1890, the Convention respecting the Liquor Traffic in Africa of 8th June, 1899, and the Convention respecting Liquors in Africa of 3rd November, 1906. I can add nothing to the information contained in those Papers, which have all been presented to Parliament.
