To ask the President of the Board of Education whether a register of teachers in secondary schools, apart from the register of certificated elementary teachers, is to be maintained; and, if not, whether the registration fees paid by the teachers whose names were on column B of the suspended register will be repaid, or what is to be done with the surplus left by the late Registration Council.

(Answered by Mr. Runciman.) I beg to refer the hon. Member to the Parliamentary Paper which was recently circulated on the subject [Cd. 4185]. The hon. Member's suggestion for a register for secondary school teachers only, separate from the register for any other teachers, would appear to be inconsistent with the terms of Section 16 (2) of the Education (Administrative Provisions) Act, 1907. Pending the establishment of the council it would be premature to decide as to the disposal of the balance in hand.
