I beg to ask the President of the Board of Education whether, seeing that the administration of the Necessitous Children Act has not proved to have been the success that was anticipated, owing to some of the authorities not availing themselves of the opportunity of adopting the Act, he will consider the advisability of amending the said Act as it applies to London, and make it compulsory instead of optional.
