I beg to ask the Secretary of State for War whether orderly-room clerks who had attained the rank of quartermaster-sergeant in the Volunteers are to be reduced in rank by reason of their having joined the Territorial Army; whether these non-commissioned officers, if they had declined to join the Territorial Army, could have retired with a higher rank than will now be the case; and whether, having regard to the desirability of encouraging enlistment in the Territorial Army, the position of these noncommissioned officers will be reconsidered
